From its regional connectivity advantages and synchronised infrastructure to its green development orientation and the "one-stop" partnership model, the expanded Gia Lach Industrial Park (DragonIZ Ha Tinh) is gradually taking shape as a new space aimed at attracting both domestic and international investors, helping to broaden the province's room for industrial development.

DragonIZ Ha Tinh sits on a strategic connectivity corridor

Ha Tinh is one of the few localities that brings together all the conditions needed for large-scale industrial development: a strategic position on the East–West economic corridor, the Vung Ang – Son Duong deep-water port system, an extensive industrial land bank, and convenient connectivity with the North Central Coast region, Laos and North-East Thailand. These are important conditions for the province to develop industry in tandem with logistics, trade and inter-regional supply chains.

The expanded Gia Lach Industrial Park links up with the earlier phase of Gia Lach Industrial Park, creating inter-regional connectivity.

Alongside the process of completing infrastructure and attracting investment, Ha Tinh is step by step establishing its role as one of the region's industrial, energy and logistics centres. Against that backdrop, the expanded Gia Lach Industrial Park (IP) — DragonIZ Ha Tinh — is expected to add a new industrial space to the province.

According to Mr. Vu Ngoc Thanh, Head of the Investment Management Division at the Ha Tinh Provincial Economic Zone Management Board, in November 2024 the project to build and operate the infrastructure of the expanded Gia Lach IP received in-principle investment approval, covering 194.36 hectares in Nghi Xuan commune. The project is developed by Thang Long Import-Export Investment Joint Stock Company (DragonGroup) with a total investment of more than VND 2,265 billion.

What stands out about the project is not only the scale of its land bank but also its approach to developing industrial park infrastructure. DragonGroup is positioning DragonIZ Ha Tinh as a modern, green and smart industrial park, in which production infrastructure is developed hand in hand with environmental and service requirements.

Mr. Pham Van Tuan, Project Director of DragonIZ Ha Tinh, said: Under the master plan, 66% of the project area is allocated to industrial production and warehousing land; the remainder is set aside for traffic, technical infrastructure, greenery, water surfaces and ancillary works, creating room for a well-organised, synchronised production space. The park's technical infrastructure is being invested in methodically, from internal roads, power supply and water supply systems to wastewater collection and treatment systems and fire prevention and firefighting facilities.

In addition, DragonIZ Ha Tinh plans to develop a support-service system comprising a commercial and service centre, banking, restaurants, a conference area, and accommodation for experts and workers; security and surveillance systems are also designed to operate around the clock. Another highlight is the intention to apply ESG (environmental, social and governance) principles throughout the park's development. This is a trend of growing importance to corporations and businesses with global supply chains when selecting production locations.

In its planning and infrastructure, the project aims to minimise environmental impact, encourage the use of clean energy, optimise resource use and progressively create the conditions for enterprises to produce under a green model.

Mr. Tran Dinh Huy, a business owner in Hanoi, shared: We are looking into investing in DragonIZ Ha Tinh. I am quite satisfied because the industrial park can connect to the region's key transport hubs such as seaports, airports, international border gates and the North–South expressway.

Racing to complete infrastructure, ready to welcome new capital flows

Recognising the project's importance to local socio-economic development, the Ha Tinh Provincial Party Committee and the Provincial People's Committee have in recent times directed the relevant departments, agencies and localities to proactively coordinate and support the investor in completing legal procedures, removing difficulties and obstacles, and accelerating compensation and site clearance for the project.

 Ha Tinh Provincial Party Secretary Nguyen Duy Lam and a working delegation inspect the implementation and progress of the project to build and operate the infrastructure of the expanded Gia Lach Industrial Park.

According to Mr. Bui Viet Hung, Chairman of the Nghi Xuan Commune People's Committee, for the expanded Gia Lach IP project the locality has completed surveying and asset inventory work and publicly disclosed the compensation and site clearance plan. The commune is continuing to coordinate on the remaining tasks so as to hand over the entire site to the investor as soon as possible.

On site, multiple construction teams are simultaneously stepping up work on the areas already handed over. Facing rising construction material prices and tight supply, DragonGroup has secured its own material sources and mobilised the maximum in manpower and machinery. Solid financial resources together with a methodical investment strategy are creating momentum for the project to accelerate and progressively complete a modern industrial park.

 On 15 September 2026, the investor expects to bring the project's operations building into use.

Mr. Nguyen Huy Son, Site Commander, said: The project has completed nearly 40% of the work volume. We expect to bring the operations building into use on 15 September 2026. The roads within the area north of provincial road DH.17 have been opened to traffic; the internal road system is also gradually connecting to the existing infrastructure of the earlier phase of Gia Lach IP. On the land already handed over, the investor is accelerating construction of the wastewater treatment station, the stormwater and wastewater drainage systems, the firefighting water tank and other technical infrastructure items.

The project has now reached nearly 40% of the total work volume.

Notably, promotion and investment attraction activities are being carried out by DragonGroup in parallel with construction. This approach allows the project to complete its infrastructure while proactively approaching secondary investors, increasing the park's appeal.

According to a DragonGroup representative, the difference DragonIZ Ha Tinh is aiming for is its "one-stop service" model. Secondary investors are accompanied from the stage of completing legal procedures through to construction and bringing the factory into operation. Beyond procedural support, the model also addresses businesses' practical needs such as labour recruitment, production operations and connection to the services required during operation.

With the determination of the investor and the support of local authorities, the project is accelerating towards the finish line. Once the infrastructure is complete and the land is ready, the industrial park is expected to attract quality capital flows, helping to broaden the province's growth potential, enhance its investment appeal and create fresh momentum for Ha Tinh's industry in the journey ahead.
