Key Economic Zones

The growth momentum of Ha Tinh is firmly shaped by two key national economic zones:

1. Vung Ang Economic Zone – A key national coastal economic hub

Vung Ang Economic Zone is located in the southern part of Ha Tinh province and is one of Vietnam’s leading key coastal economic zones. It currently covers a natural area of 22,781 hectares, and under the planned adjustment of its master plan will be expanded to nearly 68,000 – 73,000 hectares. The zone is oriented towards a multi-sector, multi-function development model, taking metallurgy, clean energy, post-steel processing and manufacturing, the automotive industry and seaport logistics services as its core development drivers.

The zone is home to billion-dollar mega-projects: the Formosa Steel Complex and Son Duong Port (over USD 12.7 billion), the Vung Ang I and Vung Ang II thermal power plants (with a total investment of more than USD 3.4 billion), and the high-tech industrial ecosystem of the Vingroup Corporation (the VinFast electric vehicle plant, whose capacity is expected to be raised to 2 million vehicles per year, and the VinES – Gotion lithium battery and battery cell plants, among others). Vung Ang Economic Zone contributes more than 25% of the province’s GRDP, 95% of its import–export turnover and 60% of its total budget revenue.

2. Cau Treo International Border Gate Economic Zone – An East–West trade gateway

Cau Treo International Border Gate Economic Zone is one of the eight key national border gate economic zones selected for concentrated development investment from the State budget in the 2021–2025 period. Covering an area of 56,000 hectares, it serves as the driving force for economic development in the western part of the province, and has been planned with industrial parks, commercial centres and urban areas within an open and attractive investment environment. The zone plays the role of a dynamic international trade gateway connecting Vietnam with Laos, north-eastern Thailand and Myanmar through the East–West Economic Corridor. It is strongly developing trade, services, cross-border logistics and road-based import–export activities, combined with eco-tourism and clean industrial and cottage-industry production.

3. Industrial parks

Ha Tinh has two industrial parks included in the development master plan approved by the Prime Minister – Ha Vang Industrial Park in Can Loc district and Gia Lach Industrial Park in Nghi Xuan district – as well as a number of industrial parks located within the economic zones. Priority fields for investment attraction include: processing and manufacturing of industrial products and production of construction materials; processing of agricultural and livestock products; processing of cottage-industry products; production of consumer goods and household appliances; production of industrial goods along high-technology lines; and the production of mechanical assembly products, spare parts, and electrical and electronic components.

4. Industrial clusters

Across the province, numerous industrial clusters have been established and covered by detailed planning, with a total area of 535.28 hectares distributed among localities throughout the province.
